I've updated the proposal with a spelling fix, added Michael Schmitz as a developer, and changed the Documentation section from a link to the pre-Apache documentation to a description of the documentation development plans.  I reviewed Michael Schmitz's SyslogAppender posting (logging.apache.org/msg00120.html">http://www.mail-archive.com/log4php-devlogging.apache.org/msg00120.html)  expecting to use that to show prior history of contribution to the project and it mentioned that the enhancement was done by a colleague ( roberto.gonzalez-luengotietoenator.com">roberto.gonzalez-luengotietoenator.com).

Submission of a work that is not your original creation is addressed in section 7 of the CLA.  However, it places a pretty serious burden on the receiving project and should be avoided where possible.  Generally, it is better to solicit the original author to resubmit the contribution.  That said, it raises a couple of issues:

Is Roberto a potential contributor or committer?

Has tietonator.com assigned or may assign employees to work on Log4PHP enhancements and if so, would the company be willing to execute a CCLA to clarify the IP issues?

Was Michael anticipating contributing personally or was he planning on contributing the works of others?

No, Roberto left our project and will definitely not not
contribute
anything.

As far as I know - but TietoEnator is a huge company - our
project is
the only one where Log4PHP is used. Therefore I do expect
other TE
employees, than the members of my team, to contribute to
Log4PHP. As
regards our project team, I am the one responsible for
Log4PHP and the
PHP5 port. Therefore I think no one else will contribute or
commit
anything.

I am planning to contribute my own work only.

Review the description of CLAs and CCLAs on http://www.apache.org/
licenses to see if you think your situation would require a
CCLA, but
we can proceed with just your CLA.

I believe that anyone with a valid email address can set up
a Wiki
account and make modifications.

I spent a week in Leverkusen (sp?) about 10 years ago and
really
enjoyed being in the area.
