Maybe "mistake" is a bit of a strong word, but
they've certainly
recognised that because of their complexity they're very
poorly adopted
by most clients authors, and many servers don't implement
them. That's
why they're working on simple blocking and invisibility
XEPs, because
those are the common use-cases for the privacy stuff. I
anticipate that
these will be far more popular.
