New: Root Squash Functionality for 1.4.10

We've taken the code from bug #9872 that was written for
1.4.4 and ported it to
the 1.4.10 code base. We have run preliminary performance
testing and found no
noticeable difference in performance between running with
the root squash patch
and without.
