What procedure will return this group to a started state?

[rootabe-io4 ~]# clustat
Member Status: Quorate

abe-io1 Online, rgmanager
abe-io2 Online, rgmanager
abe-io3 Online, rgmanager
abe-io4 Online, Local, rgmanager
abe-io5 Online, rgmanager
abe-io6 Online, rgmanager

Service Name Owner (Last) State
------- ---- ----- ------ -----
io1 abe-io1 started
io2 abe-io2 started
io3 abe-io3 started
io4 (abe-io4) failed
io5 abe-io5 started
io6 abe-io6 started

We've tried:

/etc/ha.d/resource.d/abe-io4 stop/start

to no avail
