New: Root Squash Functionality for 1.6.0.1

This is a followup to bug #12517. We ported the original
1.4.4 root squash patch
to 1.6.0.1. Instead of using ioctl calls and lconf like in
the 1.4.x series,
this patch creates 2 new proc files so tune/mkfs works with
it. This has the
unfortunate side effect of requiring numerical UID/GIDs, and
IP addresses. One
workaround could be to have mkfs do hostname and username
lookups, but this
patch doesn't address this problem.
