802.21 IE namespace for IETF

802.21-D04-00 defines the following namespace for IETF:

0x31000000 - 0x31FFFFFF Reserved for IETF

Two questions came up from IEEE 802.21 WG:

- Is there any plan for MIPSHOP WG to define IEs that use
this
namespace?

- If the answer for the first question is yes, should the IE
type
values *within* this namespace be maintained by IANA or by
IEEE?
