I had to do the same and I even put it in every other user
in my
departments
personal.xls sheet. None of them even know it is there...

So it never shows by itself.

All,

 

Nearly all of the time, but not quite 100%, the
'Reviewing' toolbar
shows up when I open excel or various workbooks although I
have
deselected this toolbar countless number of times.  Does
anyone know why
it keeps reappearing?  I'm using XL 2003.

Apparently the reviewing tool bar can orginate from the way
an excel
spreadsheet is sent in outlook.  For an explanation and
quick ways to turn
it off (which may be similar or the same as already
suggested, and if so
appologies), see this article.
