Unless there is something mysterious about the activation you
should be able to do it. The agent with whom you work with
may be too stuck in protocol to believe you that it can be done.
My experience is that the store agents only know how to sell
you yet another phone. And the phone agents are often naive
of the possibilities and you have to insist before they'll finally
set it up the way you want it. And once they do get it right, they
will probably ask you to tell them what it should cost. They
apparently have room to bargain. And the plethora of data
plans is so confusing that even they don't know what it should
cost. Some plans are priced lower for new customers than for
existing customers. But if you keep insisting you don't want
it at all unless you get the price you saw on the web site, they
will eventually give it to you. Once they insert the price into
your account, that is where it will stay, just like if you signed
up for a phone line during a sales event.

The normal iPhone customer takes his iPhone home from an Apple or ATT
store, fires up the current version of iTunes and connects the phone.
It takes you step-by-step in the activation process. You are then
stuck with a 2-year agreement with ATT.

There currently are said to be 3 different ways to hack an iPhone to
"unlock" it. Only one is software only, and that was supposed to be
revealed this week, until ATT attorneys called the person involved at
2:30AM on the weekend and put an a cease & desist order. Follow along

The iPhone requires ATT's services for Visual Voicemail to work.
There are unlocked iPhones being used on T-Mobile and Rogers
networks. A simple google search will reveal many stories of unlocked
iPhones.

is it really worth all the trouble?
