The solution, oddly enough, seemed to be checking the "Support
Non-Conforming Phones" box in the Bluetooth Preferences.

Now I'm able to stay connected, but I disconnect after awhile of
inactivity with the message that I was disconnected due to no network
activity. There should be an option somewhere for me to choose to
send "keep connection active" signals, and I know I've seen it
somewhere, but I can't find it now.

I think there is a place in the network preferences under PPP options.
