The OS should not affect your service with Verizon. The data will be
the same, as will the settings. if you are concerned, back-up (clone)
your mac's hard drive, upgrade the Powerbook to something current and
enjoy the new (to you) OS. If you are not happy, just go back to your
back-up.
MacOS X 10.4 is 2 years old and matured nicely. 10.4.11 will be out
soon and coming 10/26/07 will be the next evolution, MacOS X 10.5.
VZ Access software (if you want it, is a free DL.) It is not
required. http://www.vzam.net/
