Banned files no longer banned

Okay - what did I do <g>??

I was just trying to increase the mysql size, because we
were getting "banned" files that were
inaccessible because they were too large.  They would show
up in Maia, but would error on trying to release them.

So, I noticed that I had done my file incorrectly anyway as
far as the documentation goes.  I had put the
max_allowed_packet statement under [mysqld], and under
[mysql] there was a 

set-variable = max_allowed_packet=5M

I changed that to 20M and deleted the one under [mysqld]. 
Restarted mysql.  Now, it seems that exe files pop right
through to my account!  So, I throw myself on the mercy of
the community to find out how to get attachment banning
back, but to be able to quarantine and release files up to
20M in size!
