It actually turns out it was my.cnf.  I guess I was
"right" the first time to have the packet size
in [mysqld], although I'm sure the docs I read said it
needed to be in [mysql].  Putting the statement back in
[mysqld] made everything work again.  it's just odd that
the mysql stuff would control how the entire handling of
these files is done.  It looks like if a file is over the
size that mysql can handle, the banning of files is totally
ignored.  I.e., if it was set to 1meg in mysql, then
anything over 1 meg would just be "received" if
the Maia setting is to accept mail over the limit.  I would
have thought that this "accept" would still be
subject to other "scanning" criteria, such as
not allowing exe's into the system.

I was under the impression that because Danita received a
554 oversize limit error that it is postfix doing this. 
 
If MySQL is not setup correctly for a large enough packet
size to cache the e- mail I thought mysql will effectively
just loose that e- mail with associated errors in the mail
log, but at that stage postfix *has* already accepted, and
taken responsibility for, the e- mail so postfix wouldn't
have replied with a 554 error if mysql config was wrong. 
 
If you want to check what postfix is really set at, run as
root: postconf - n 
This will display all non- default values that postfix is
running with.

Did you restart everything already? (Postfix, amavisd,
mysql) 
 
 
The 1047552 looks like the default mysql max_allowed_packet,
so it may 
 
be mysql.
