Thinking about this some more, while properly configuring
Maia will solve
the problem of outbound mail, David's problem is related to
internal clients

(and other clients allowed to relay through this box) being
given the
ability to send spam to recipients in local domains. In this
case, bypassing

Maia(either entirely, or through the use of policy banks) is
needed to get
the desired effect. You can preserve the user's ability to
do what they wish

with external mail, but override this ability by bypassing
Maia. Now why
David is producing spam in the first place is another
matter, and is the
real problem that should be solved. If this were solved,
there would be no
need to bypass. As I said before, If your own system
discards 90% of your
own mail, what makes you think you have much chance of
getting mail
delivered to external domains?
