Disallow users from releasing files?

Just getting started with Maia here and had a question.

We would like to disallow users from releasing blocked
attachments and
viruses from the system, but still be able to maintain their
own
SPAM/HAM files.

Running Maia 1.0.1 on a SLES10 box.

Is this possible?
