Have done all of this, some other rules are being used but not these.

When you run "load-sa-rules.pl --debug", the first few lines of output
should tell you the three rules directories the script is checking.
Make sure that your script is located in one of those three rules
directories, and is readable by the amavis user.
While you're at it, you may want to verify that in your maia.conf file
the $system_rules_dir is properly set to "undef" (as it is by default),
so that the load-sa-rules.pl script can accurately locate your core
rules, particularly if you also use the sa-update script. If
"load-sa-rules.pl --debug" reveals that the script is looking in the
wrong places for your rules, you can hard-code paths in the maia.conf
file to correct this, but $system_rules_dir should generally be left as
"undef" unless you know what you're doing.
Also in the debug output, you should see the directories and files that
the script is scanning for rules. Is your *.cf file being checked at
all? If so, it should appear in the debug output. If any of its rules
are found, it should be displaying them (either as added or skipped rules).
Last but not least, remember that you need to restart amavisd-maia if
you want any rule changes to be picked up.
