        I just checked and you were correct4; when I su'd to my wwwrun user I was unable to see the blowfish key in /var/spool/amavis. I moved the key to /etc/ssl and now that user sees the key and can read it. I am hoping that putting that into Maia's config via the webn interface fixes the issue.
