No, it doesn't, but it's harmless to have extra rules in
your database.
SpamAssassin doesn't use that table for anything (it
doesn't even know
it exists). The table is only used by Maia for the purposes
of
displaying rule names, descriptions, and scores in the web
GUI.

Absolutely. As I say, though, it's unnecessary to do so.
Extra rules
in your maia_sa_rules table won't impact SpamAssassin's
performance at
all, and shouldn't slow Maia down much either (unless
perhaps you have a
/lot/ of unused rules taking up space).
