Speaking of the FAQ, this item explains the three different
size limit
parameters, where to set them, and the relationships between
them:

The bounce message that amavisd-maia is generating is the
result of the
"size limit" and "oversized items"
settings on Maia's "Admin->System
Configuration" page (see #4 in the FAQ item above).  If
you use MySQL,
though, you need to be sure that your max_allowed_packet
setting (see #3
in the FAQ item above) is at least as large as this value,
or else the
effective size limit amavisd-maia will use will be the
max_allowed_packet setting (which by default is about 1MB). 
In other
words, I suspect you've just failed to set your
max_allowed_packet
setting properly, so the default of 1MB is being used.
