Well that's one way, thanks. But I'd like to not offer them
the option
if it doesn't do anything. They are easily confused.

Douglas,

I just went into the welcome.php file that presents that
screen.   I
commented out lines 147, which is the line that posts those
changes to
the database.

My users can click on anything there all day long and it
won't change
anything in the back end.

If you don't want it to be available at all, just comment
out the whole
section about the Protection Level Setting in the
template..... I don't
really have a good answer for you as far as an admin setting
goes
though...
