You can download the 3.1.9 tarball from the SpamAssassin
website
<http://spamassassin.apache.org/downloads.cgi
?update=200706111806> under
"Previous Released version" and install it
manually (i.e. with the
Makefile), which should achieve the same thing (the CPAN
install just
runs the Makefile for you).
