help with rebuild..

I'm not sure what but something happened any my mysql tables
were nuked
earlier today.  

So I have had to basically start from scratch with
re-initializing the
database.  In doing so, I am unable to get the
internal-init.php script to
run.  It is telling me that it cannot read the newuser.tpl. 
I have checked
and the files are there and permissions are right from what
I can see.. any
thoughts?
