user auto-create not working

I finally had time to sit down and get the mailguard system
back up,
however, the user auto-create does not appear to be working.
I have flipped
the toggle button in the admin section to no avail.  Where
should I be
looking?

Bear in mind that the user auto-creation feature needs to be
enabled at
two levels:

(1) Globally, on the Admin->System Configuration page,
and

(2) Per domain, on the Admin->Domains page for each of
the domains you
want the feature to apply to.  By default this feature is
disabled for
all domains, so even after you enable it globally (1), it
still needs to
be enabled for the domains you want it to apply to.
