That report template is part of the standard SpamAssassin
installation,
in the 10_misc.cf file, so if SpamAssassin is having trouble
finding
that file, it's probably also having trouble finding other
standard
rules as well. Possibly the path to the rules directory is
wrong, or
inaccessible due to a chroot. It's also possible that
you're clearing
the template in your local.cf file with
clear_report_template.
At the very least, adding the -D flag to your SpamAssassin
test should
highlight any other configuration problems that need to be
addressed.
