set to under System 
Configuration. I believe this is 10 per default and with 1
suspected 
spam you won't get a message no matter how often it is set
to run.

That threshold only applies to the reminder script, not the
digest
script.  The reminder script simply sends users a brief
email when their
quarantines become too large, to nag them into logging in
and managing
their caches.  The digest script composes an HTML email that
lists the
contents of all of the user's quarantines, complete with
clickable links
to view and manage them.
