Yes, it does.

Here is what seems to be relevant output:

[1547] dbg: bayes: using username: vscan
[1547] dbg: bayes: unable to connect to database: Access
denied for user 'vscan''localhost' (using password: YES)

Good grief! It was a mismatch between the password in
local.cf and config.php - the local.cf password was wrong.

I feel like such a moron - I don't know how I missed that.
