send-quarantine-digests.pl: reporting all every time ...

Shouldn't it only report activity *within* the past N
minutes?  I'm 
getting the same 1.4M email reports every 5 minutes, which
all look to 
contain the exact same data :(

I have always gotten a digest of what's in the
cache/quarantine, and that's
why we use a value of 1440, since a daily digest is much
more preferable to
most people than getting an email every 5 minutes with the
contents of their
cache -

No, the design goal was to send a complete message digest,
because that can be
used to confirm all the mail in the cache at once.   So a
longer digest interval
makes sense.
