Allow users to send a reminder

Hello Alexander!

I hadn't percepted that the value of the
$g_bug_reminder_threshold property 
was representing the top most level that do NOT have access
to that 
funcionality. So if I want to allow the REPORTER level to
use it I need to 
set this property value as VIEWER, that is the prior level.
