1. So why can't you do that using time attached to
bugnotes?
2. I see that the current setup will not help with this.

Unfortunately there is no extensible mechanism for adding
'things'
to a bugnote entries, otherwise that would probably keep us
both happy.
Currently there are text, reminder, time tracking, there
should probably
be estimated time to completion, status and what ever anyone
else can
think of.

Mantis could do with refactoring to create a plugin-style
interface. It is not sustainable to keep building into the
main code
with global flags to tell it what to do.
