Is this really mantis' job to decide on this?
It strikes me as something that should be done some other
way...
Or at least, something that is going to require constant
admin as there's numerous other providers:

Description:
With bug trackers it is important to be able to communicate
with the
reporter of an issue or feature request in order to ask
questions and come
up with the best approach for fixing the issue. Hence, some
bug trackers
require that the user sign up before reporting any issues.
It is
important to block the work around of using disposable
addresses otherwise
the signup and email validation process becomes useless.
