I think you would have to hit OGC on a very good day. There
are
issues associated with feeding docs through an umbrella
organization,
and in as much as the Foundation could wind up making it
easier for
people to join the foundation than to join OGC, that could
be a bit
of a sticking point.
I have repeatedly pushed for more openness within OGC and
the use of
discussion papers is the result of a major brouhaha I
started in
Atlanta many years ago. I think it would be good for OGC to
be pushed
towards even more open access.
One way to work on the issue is to appoint liaison people
between the
Foundation and OGC and ISO. This works well for WGISS
(http://
wgiss.ceos.org) where we basically have many WGISS members
who are
also OGC members and/or ISO participants. The liaison people
feed
news from OGC/ISO into WGISS and bring issues back.
I would also hope that certain big members of OGC who are
also going
to be Foundation members (*cough* Autodesk *cough*) and
other could
push OGC for more access without the Foundation having to
spend hard
cash on an OGC membership.
