Question regarding the Service Change

Hi,

I am working on H.248 development project and I need to clarify the following queries:

1. When a service change command on ROOT termination is received along with other commands in a message, is it safe to assume it (service change) to be the first command of the first action in the first transaction.

2. Also what should be the behavior if we receive more than one service change command on ROOT termination per message?
