No it won't be too much worked, nor would be an overkill if
it's done as described .
The VCS(SVN) repository could be everywhere, have more
instances, be synchronized (for open source sites
it could be even hosted on sourceforge or googlecode) etc. -
everything SVN (server + client) can do.
Not to mention about the reliability and the transaction
orientation, compared to plain dummy
file system accesses.

Everything that you wish/described would work just by using
a VCS(SVN) with Apache VFS.
Implementing that in MeshCMS without a VCS, means just
reinventing/reimplementing that the
functionality - lot of work, hacks (due to arhitecture). Not
to mention that later users will want
more - all form the things that already work in a VCS.
One of the goals of MeshCMS is to remain simple (for use and
implementation), and the requested
features are not - unless
they're done by someone else - e.g. SVN or another VCS (in a
reliable way).
