Definition is important.  I think there are two distinct
ideas here:

1) Page A is a vote for Page B, i.e. a ballot
2) Page A is a place where you can create a vote for Page B,
i.e. a  
polling place

Using the same semantics for both is like saying a ballot
and a  
polling place are functionally the same thing.  Sure, both
are part  
of voting, but that doesn't make them interchangeable.
