Hey Mike,

Some blogs provide permalinks to comments so if possible I'd
use that. I
believe that's usually done using an anchor, so something
like the following
should work:

In the specific case you mentioned, I think you can fudge
using this url as
the target:
http://www.hawaiistreets.com/seoblog/?item
id=748&catid=20#comments

Thanks.  It's annoying when website and/or webapp developers
don't provide a
unique URL for each addressable "thing", no?

So, in this specific case, would you go with this?
