We're have flat rate shipping module and price table
shipping module loaded
now. So there isn't really any weight-based shipping
calculation needed.
We thought we could have our free shipping setup in the
price table shipping
and the others in the flat rate shipping.

What shipping module(s) are you currently using? You can
specify free
shipping quite easily in some modules, while others are next
to impossible
to set up, so the solution will very much depend on what you
use in your
store to calculate shipping charges...
