Emailing does not equate to shopping; it's quite normal for
someone to email over and over for a short period of time,
then most web-based email applications I've seen will time
them out.  Most people do not order over and over in a 60 
minute period of time.

If you have all the other info about someone, social
engineering
doesn't make it too hard for you to end up with their
credit
card.

Merchant is not an online portal and shoppers are not
necessarily the same type of Internet users as those
searching for content or using portals.  You have
to design your application with the expectation of it
being used by the least web-savvy individual and ideally
you help them protect their own data rather than
expecting them to help themselves.
