Help in Implementing Free Shipping on Selected Items

I have a client that is applying price table shipping
charges to his current
offering.  He needs to add-in nine items that will be
shipped at no charge.
At this point, he intends to manually process/ship those
items separately.
What's the optimal way to add these items into his MM5
