Webboard: pages that dont index properly

I have been seeing alot of pages that are not being fully
indexed on our internal systems. I don't have any of these
pages that can be seen externally so after a bit of
searching I found one on the internet that seems to have the
same symptoms... I can save this page locally and index it
but most strings will not be found when I search on them. Is
this normal, am I doing something wrong ?
