opening page on another window

Hello,

Moinmoin  1.5.6 on Linux

'HelpOnLinking'  does not talk about syntax on
how to construct a link to open up a new window.

I appreciate if you point me to a manual so I
can read the syntax for both internal and
external (http://...) pages  to
open up in
a new  window.
