I'm trying to perform remote installations without X. The
software
itself installs fine using monetrainstaller_console, but I
can't figure
out how to initialize the database for the first time or
start the
payment engine without using the monetra_manager GUI.

Is either possible?

You need to generate a database encryption key like:
/usr/local/monetra/bin/monetra_keygen 256
/usr/local/monetra/my_monetra.key
chown monetra:monetra /usr/local/monetra/my_monetra.key
chmod 600 /usr/local/monetra/my_monetra.key

Then you can start monetra using
/etc/init.d/monetra start
(or on some OS's, it's just 'monetrad start' as 'monetrad'
  may be in your path).

You'd probably need to go through the /etc/monetra/*.conf
files though to set your options...
