If you are compiling MonoDevelop from source, you can pass the --enable-subversion parameter when configuring.

You9;ll find all the available options using the --help option.

If you've done that, the subversion option should be available in the File menu.

    I know that ubuntu has some options compiled as packages.
If you look for monodevelop in the universe tree, you will also see monodevelop-versioncontrol, monodevelop-nunit, ...
I don't know if SVN support is scheduled to be released in the same way any time soon.
