PATCH: Description in .pc files

The very simple attached patch uses the project description
when
generating .pc files in Linux deployment. I guess have
commit rights on
the SVN (because of mono/mcs) so I can commit if someone
checks that my
patch doesn't break anything (can't see why should it
break).
