Windows.Forms question

I am a little confused about the Managed.Windows.Forms
library.

Does it require that Gtk# be installed when using it on
either on OSX or 
Windows?

No.
Those are two different GUI frameworks.

Gtk# are bindings to Gtk+ and WinForms is implementation of
MS WinForms
API and not using Gtk+ or any other toolkit to comunicate
with OS.
