are you assuming someone holds the bean bag with the camera on it? I don't think that is the prescribed method. Generally a bean bag is used on a non flat surface because it is maleable and can be adjusted to hold the camera in a horizontal position. I don't think I'd try a bean bag when trying to compose a vertical image. Very unlikely the camera would balance.
 
No question there is a limit as to the shutter speed one can hand hold even with VR. I have gotten down to 1/5th sec but I can't hand hold for a second.

Isn't the bean bag functioning the same as a tripod essentially?

I think Kelly is correct: a VR lens on a tripod should have the VR
switched off. But on a bean-bag. you have prevented vertical but not
horizontal movement (hand-shake) , so VR is still relevant. I recently
used a monopod which I deem similar to a bean-bag, inside a theater. A
1/13s shot with VR ON came out perfectly-focussed.

Another reason to use either a bean-bag or a tripod, would be the time-
exposure required: should 1 sec or so be required, there's no other way
to avoid shake ...

Murry, yes, I have a bean bag that holds just a little over a pound of beans and I can put the camera on it vertically!  Also, braceing myself I have shot down to 1 sec... with the VR.... It took several shots to get it... but got a good one!  Although I have since lost it from my thumb drive.
