You've missed the whole point: The Orton Effect renders a softened
image, so sharpening would defeat the whole purpose of attempting the
effect.
You might want to Google on "Orton Effect" and read some of the lit
before rendering such a succinct critique. You might actually learn
something.
The photo, IMHO, is a very good example of the technique. Here's
