You've missed the whole point: The Orton Effect renders a softened
image, so sharpening would defeat the whole purpose of attempting the
effect.

You might want to Google on "Orton Effect" and read some of the lit
before rendering such a succinct critique. You might actually learn
something.

The photo, IMHO, is a very good example of the technique. Here's
another, though just a bit dark:

You can judge it as lacking sharpness as well; I'll take it as a

Here is a link to an article that explains the whole process and how to do it in Photoshop. Just scroll half way down to see the digital method of doing it. I have used this method often. It works well on my cats, landscapes with a lot of green, wood textures, and even portraits. You gotta play with it though, and not just accept the defaults. There are several groups on Flickr just for the use of this method.
