I can't imagine why that would break anything. On my
NetBSD-machines root's $PATH usually looks something like
this:

/usr/local/sbin:/usr/local/bin:/usr/pkg/sbin:/usr/pkg/bin:/u
sr/sbin:/bin:/usr/bin

Which would BTW do exactly what you want.
