The tricky part is to specify the interface to be used with
255.255.255.255.

That, of course, depends on if you really want to direct it
to a 
specific device. If I broadcast to 255.255.255.255, I would
expect any 
device would be acceptable (possibly with the addition that
it be a 
device to a medium where broadcasts make sense).

If I want a broadcast to go out on a specific device, I can
do a 
broadcast to that device's network broadcast address.
