What I mean is that few of our developers (including releng,
etc.) goes 
near htdocs to change stuff, and that updates are either
done through www 
or not at all. (Not saying that the XML stuff is bad per se,
but the 
existing toolchain has contributed it's part to my
impression of the 
current situation.
