"Tracking NetBSD-current" merged into guide

i have merged the "Tracking NetBSD-current" HOWTO
into a chapter for the 
guide. The diff, xml and html files are attached. Please
review.

The part about build.sh always rebuilding nbmake is
outdated.  See
revision 1.168 of build.sh.
