Well, for example, the fact that with ELF adding new
functions (not
just changing old ones) may require a major version bump. Or

Hrm. The audience is more than just NetBSD developers; it's
anyone who
maintains a shared library. But you're probably right.
Maybe src/lib/VERSIONING?
Also, let's take this to netbsd-docs, where other people
might
actually see it.
